Proposing an amendment to The Philadelphia Home Rule Charter to change City procurement procedures and requirements; and providing for the submission of the amendment to the electors of Philadelphia. WHEREAS, The opportunity for economic mobility and wealth creation through entrepreneurship is an underpinning of the American Dream; and WHEREAS, The City of Philadelphia, with its quasi-public partners, spends over $1 billion annually on goods, services, and construction. Ensuring that small businesses and enterprises located or doing business in Philadelphia have access and opportunity to compete for City contracts contributes to local job creation, lifting residents from poverty and providing access to family-sustaining incomes; and WHEREAS, Under Section 6 of the First Class City Home Rule Act (codified as 53 P.S. § 13106), an amendment to The Philadelphia Home Rule Charter may be proposed by a resolution of the Council of the City of Philadelphia adopted with the concurrence of two-thirds of its elected members; now, therefore, be it RESOLVED, BY THE COUNCIL OF THE CITY OF PHILADELPHIA, That the following amendment to The Philadelphia Home Rule Charter is hereby proposed and shall be submitted to the electors of the City on an election date designated by ordinance: ARTICLE VIII PROVISIONS OF GENERAL APPLICATION * * * CHAPTER 2 CONTRACTS, PROCUREMENT, PROPERTY AND RECORDS § 8-200.
