Urging the United States Congress and the Trump Administration to provide comprehensive fertility care, including In Vitro Fertilization (IVF), under TRICARE in the National Defense Authorization Act (NDAA). WHEREAS, The City of Philadelphia is home to thousands of veterans and active-duty personnel who serve at key military installations, including Naval Support Activity Philadelphia and the Defense Logistics Agency Troop Support; and WHEREAS, These servicemembers face significant risks, including injuries that may impact their reproductive health; and WHEREAS, Congress removed TRICARE coverage for IVF from the Fiscal Year 2026 National Defense Authorization Act, despite prior bipartisan support; and WHEREAS, The denial of IVF coverage creates a financial barrier to family-building for military families; and WHEREAS, Supporting service members includes ensuring access to reproductive care and the ability to build families; now, therefore, be it RESOLVED, THAT THE COUNCIL OF THE CITY OF PHILADELPHIA, Hereby urges the United States Congress to restore IVF coverage in the National Defense Authorization Act. FURTHER RESOLVED, That the Council calls upon the Trump Administration to protect access to reproductive healthcare for service members.
