Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to the Philadelphia Home Rule Charter relating to the creation of the Philadelphia Child Welfare Commission; and authorizing and directing the appropriate officers to publish notice and to make arrangements for the special election.

Amending Chapter 9-600 of the Philadelphia Code, entitled, Service and Other Businesses, to add a definition of fitness centers and provide a limited exception to the curfew permitting earlier hours of operation in the Seventh and Eighth Councilmanic Districts, all under certain terms and conditions.

To amend Title 14 of The Philadelphia Code by adding Section 14-546 entitled /SIX, Sixth District Overlay District, revise Section 14-515, the /NE, Northeast Overlay District, remove Section 14-523, the /IMA, Industrial and Manufacturing Area Overlay District, and make other related changes, all under certain terms and conditions.

Amending Section 9-208 of The Philadelphia Code, entitled "Sidewalk Caf?s," and Section A-301.1.5 of Title 4, Subcode "A" ("The Philadelphia Administrative Code") of The Philadelphia Code, entitled "Zoning and Use Registration Permits," by removing expired provisions related to outdoor entertainment at sidewalk caf?s, under certain terms and conditions.

Amending Title 10 of The Philadelphia Code, entitled "Regulation of Individual Conduct and Activity," and amending Title 11 of The Philadelphia Code, entitled "Streets," to prohibit immigration enforcement on City and City-related property and facilities, to prohibit immigration enforcement in the right-of-way and provide for civil enforcement of violations, all under certain terms and conditions.
