Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 138 N. 58th Street, 6214 Vine Street, and 3212 N. 33rd Street in the Fourth Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 116 North 58th Street in the Fourth Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Authorizing the Philadelphia Land Bank to dispose of 3148 N. 24th Street located in the 4th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Calling upon the Department of Prisons and the Office of Reentry Partnerships to work in collaboration with local resource providers to develop a distribution process of reentry resource packages for individuals released from incarceration.

Proposing an amendment to the Philadelphia Home Rule Charter to provide for the creation of the Philadelphia Prison Community Oversight Board and the Office of Prison Oversight and providing for the submission of the amendment to the electors of Philadelphia.

Also naming the 600 block of N. 34th Street as "C. B. Kimmins Way" to honor the life and memory of C. B. Kimmins and his service to the City of Philadelphia.

Authorizing a Joint Hearing of the City Council Committee on Children and Youth and the Committee on Technology and Information Services on the use of electronic monitoring or Global Positioning Systems (GPS) for youth involved with Philadelphia's Juvenile Justice System.

Authorizing the Committee on Streets and Services to examine the City's response to illegal dumping, focusing on monitoring high-activity areas, enforcement strategies, and the development of effective tools to combat this issue. Illegal dumping threatens the quality of life in our neighborhoods and communities, undermining our shared mission to transform Philadelphia into the safest, cleanest, and greenest big city in the nation.

Authorizing the creation of a "Special Committee on Enhancing Efficiency and Transparency in Municipal Services", to analyze and recommend ways to enhance the efficient and effective delivery of municipal services, identify optimal models and tools to improve transparency and communication with residents regarding the submission, follow-up, and tracking of City service requests, and propose legislative and administrative policy reforms to eliminate barriers that impede the efficient delivery of services.

Renaming 5800 N. 12th Street to "Shirley Gregory Way", in honor of her remarkable contributions to the community and her lifelong dedication to public service.
