Philadelphia Legislation

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Thompson Street, 17th Street, Girard Avenue, Ridge Avenue, 19th Street, Cabot Street, and 18th Street, and amending Section 14-500 of The Philadelphia Code, entitled "Overlay Zoning Districts" by amending Section 14-529, entitled "/VDO, Fifth District Overlay District," all under certain terms and conditions.

Authorizing various encroachments in the vicinity of 3601-7 N Broad St, Philadelphia, PA 19140, under certain terms and conditions.

Establishing temporary parking regulations, and enforcement thereof, and temporary residential and guest parking permits for the vicinity of: the area bounded by the intersection of North 21st street and North College avenue, North 21st street, Master street, North 25th street, Cecil B. Moore avenue, North 33rd street, West Oxford street, West Glenwood avenue, North 32nd street and continuing along the railroad boundary south from North 32nd street at West Thompson street to the intersection of Aspen Street, Pennsylvania avenue, Hamilton street, North 21st street, Fairmount avenue, Corinthian avenue, Brown street, North 21st street, Poplar street, Corinthian avenue, South College avenue, Poplar street, West College avenue, North College avenue to the intersection of North College avenue and North 21st street, all under certain terms and conditions.

Recognizing April 2026 as Second Chance Month in the City of Philadelphia and honoring the work of reentry professionals, community organizations, employers, advocates, families, and returning citizens who strengthen the City by supporting successful reentry.

Authorizing the Philadelphia Land Bank to dispose of 1707 Ridge Avenue located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing the Philadelphia Land Bank to dispose of 1800, 1818, 1862 N. 23rd Street, 1802, 1806, 1808, 1810, 1820, 1828, 1845, 1848, 1852 N. 24th Street, 1801, 1813, 1837, 1855, 1868 N. Bucknell Street, 1800, 1814, 1858 Judson Street, 2318, 2326, 2330, 2332, 2334, 2336 W. Montgomery Avenue located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing the Philadelphia Land Bank to dispose of 3001 and 3003 N. 10th Street located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Amending Chapter 19-3900 of The Philadelphia Code, entitled "Tax Exemptions for Longtime Owner-Occupants of Residential Properties," to extend the tax provision to trusts that own property for the benefit of a natural person, all under certain conditions.

Amending Chapter 19-2900 of The Philadelphia Code, entitled "Senior Citizen Low Income Special Tax Provisions," to extend the tax provision to trusts that own property for the benefit of a natural person, all under certain conditions.

Amending Chapter 19-4600 of The Philadelphia Code, entitled "Low-Income Tax Provisions," to extend the low-income tax provision to trusts that own property for the benefit of a natural person, all under certain conditions.

Recognizing April 2026 as School Library Month in the City of Philadelphia.

Amending Section 9-208 of The Philadelphia Code, entitled "Sidewalk Cafés," to authorize additional locations for sidewalk cafés, all under certain terms and conditions.

Authorizing the Committee on Streets and Services to hold hearings to investigate the installation, inspection, contract oversight, safety, and possible remediation of speed cushions and other traffic calming measures installed in the vicinity of schools in the City of Philadelphia.

Honoring women veterans during Women's History Month, recognizing the distinct challenges they face in health care, housing, safety, and reintegration, and commending the National Alliance of Women Veterans, Inc. for its advocacy on behalf of women veterans.

Authorizing the Philadelphia Land Bank to dispose of 1601, 1605, 1616, 1618, 1620 N. 16th Street located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Honoring and recognizing March 24, 2026, as National Cheesesteak Day in the City of Philadelphia.

Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions," and amending Section 14-604 of The Philadelphia Code, entitled "Accessory Uses and Structures," to provide for notice to owners and residents of a building regarding dwelling units licensed for limited lodging on the property, all under certain terms and conditions.

Also naming Buttonwood Street between Broad Street and N. 15th Street as "Dr. Constance E. Clayton Way."

Amending Section 12-2700 of The Philadelphia Code, entitled "Stopping, Standing, or Parking at Certain Times," to provide for regulation of such activity within an area described herein.

Recognizing January 20 - 23, 2026 as "Social Justice Week" in the City of Philadelphia, and further honoring Friends Select School for its contributions and dedication to being an antiracist school with a culture and a curriculum that encourage and empower awareness of and response to issues and events in the City of Philadelphia.

Authorizing the Philadelphia Land Bank to dispose of 1403, 1409, 1415, 1428, 1436, 1441 N. 17th Street, 1624, 1626 Jefferson Street located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing the Philadelphia Land Bank to dispose of 1802-04 N. Franklin Street, 1803, 1807-25 N. 8th Street located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.
