September 24, 2025 TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA: I am submitting herewith for the consideration of your Honorable Body the following proposed Ordinance: AN ORDINANCE Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning" by clarifying certain provisions related to mixed income housing, revising the quality standards for affordable units within mixed income developments and making related technical changes, all under certain terms and conditions. Authorizing the Commissioner of Public Property to execute and deliver to The Philadelphia Redevelopment Authority deeds conveying fee simple title to 1811 N. Bucknell Street, 1818 N. 23rd Street, 1805 N. Ringgold Street, 1850 N. Ringgold Street, 1937 N. 19th Street, 1939 N. 19th Street, 1945 N. 19th Street, 1935 N. 19th Street, 1947 N. 19th Street, 1907 N. 19th Street, 1913 N 19th Street, 1931 N 19th Street, 1909 N. Van Pelt Street in the Fifth Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Renaming the 3900 Block of Conshohocken Avenue "Bishop Keith Reed Way" to honor Bishop Keith W. Reed Sr. for his incredible work as a preacher, teacher, lecturer, and counselor.

Authorizing the Philadelphia Land Bank to dispose of 4947-49, 4951, 4953, 4955, 4957, 4967, 4969-73, 4979, 4981, 4983, 4985, 4987, 4989, 4989 1⁄2, 4991, 4991 1⁄2 W. Girard Avenue located in the 4th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Condemning President Donald Trump's recent efforts to whitewash, suppress, and rewrite American history by removing slavery related content from national parks - including an exhibit at Independence National Historical Park honoring the nine individuals enslaved by President George Washington, developed by the Avenging the Ancestors Coalition - thereby attempting to erase Black history from the national narrative.

Renaming the 2100 Block of McClellan Street "Christine E. Thomas Way" in honor of Christine E. Thomas for her extraordinary service to her community and to the City of Philadelphia.

Amending Section 9-3903 of The Philadelphia Code ("Certificate of Rental Suitability; Required Tenant Documents") to include the provision of voter registration information to tenants, all under certain terms and conditions.

Amending Chapter 9-4900 of The Philadelphia Code, entitled "Prohibition on Use of Certain Bags by Retail Establishments," to modify certain definitions, require retail establishments to charge a fee for the provision of a bag to customers, and require signage, all under certain terms and conditions.
