Philadelphia Legislation

Amending Subcode "A" (The Philadelphia Administrative Code) of Title 4 of The Philadelphia Code (The Building, Construction and Occupancy Code), by defining affordable housing projects and establishing specific application and permitting procedures for such projects, all under certain terms and conditions.

Amending Section 14-604 of The Philadelphia Code ("Accessory Uses and Structures") to modify certain restrictions with respect to accessory dwelling units, and making conforming technical changes, all under certain terms and conditions.

Amending Section 14-303 of The Philadelphia Code, entitled "Common Procedures and Requirements," by authorizing the Zoning Board of Adjustment to condition zoning approval upon provision of affordable housing, under certain terms and conditions.

Authorizing the Philadelphia Land Bank to dispose of 3862 and 3864 Pennsgrove St and 1118 N 39th Street located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 20-40 S 33rd St., Philadelphia, PA 19104, under certain terms and conditions.

Authorizing various encroachments in the vicinity of 546 South 45th Street, Philadelphia, PA 19104, under certain terms and conditions.

Also naming the 3900 block of Haverford Avenue between Lancaster Avenue and 40th Street, "Rev. Dr. Martin Luther King, Jr. Triangle" to commemorate the location of his 1965 Freedom Now Rally.

Authorizing the Philadelphia Land Bank to dispose of 320 N. 41st Street and 323 N. Holly Street located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing encroachments in the nature of a sidewalk cafe in the vicinity of 229 South 45th Street, Philadelphia, PA 19104, under certain terms and conditions.

Authorizing the Philadelphia Redevelopment Authority to execute and deliver to the Philadelphia Land Bank deeds conveying title to various properties located in the 3rd Councilmanic District, including on the following streets: N. 35th Street, N. 38th Street, Aspen Street, Brown Street, N. DeKalb Street, Ogden Street, Sloan Street, and Union Street, pursuant to the requirements of the Commonwealth Land Bank Act.

Authorizing the Philadelphia Land Bank to dispose of 3924 Cambridge Street, 3909 Pennsgrove Street, 1110, 1112, 1113, 1118, 1128 State Street, 3900, 3902, 3904, 3906, 3911, 3912, 3919, 3921 3926 Wyalusing Avenue located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Also naming the 3900 block of Chestnut Street as "Dr. Audrey E. Evans Way" to honor the life and memory of Dr. Audrey E. Evans and her invaluable contributions to pediatric oncology and the Ronald McDonald House Charities of the Philadelphia Region.

Authorizing the Philadelphia Land Bank to dispose of 320 N. 41st Street and 323 N. Holly Street located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing the Commissioner of Public Property, on behalf of the City, to acquire fee simple title or a lesser real estate interest by purchase, dedication, donation, condemnation, agreement in lieu of condemnation, or otherwise, in and to all or portions of certain parcels of land located along the west bank of the Schuylkill River in and around an area generally bounded by South 58th Street, as extended to the bulkhead line of the west bank of the Schuylkill River; South 61st Street; and West Passyunk Avenue for public park, recreation, and transportation purposes under certain terms and conditions.

Amending Chapter 12-2700 of The Philadelphia Code, entitled "Permit Parking Districts," by changing certain boundaries and establishing new permit parking districts, all under certain terms and conditions.

Authorizing POSEL WOODLAND ASSOCIATES, L.P. or a subsequent owner to install, own, and maintain an encroachment at 4116-18 Chester Ave, Philadelphia, PA 19104, under certain terms and conditions.

Amending Section 2 of an Ordinance (Bill No. 220188) approved August 31, 2022, entitled "An Ordinance Authorizing the striking from City Plan No. 269 and abandonment of a portion of a certain right-of-way for drainage purposes and water main purposes in the vicinity of the northwesterly side of Civic Center Boulevard, northeast of Osler Circle, under certain terms and conditions," by extending the period for compliance with the terms and conditions stated therein.

Authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to convey to the Philadelphia Housing Authority, all or part of a parcel or parcels of land containing approximately 23,595 square feet, located in and about the area bounded by Market Street, 39th Street, Ludlow Street and 40th Street, under certain terms and conditions.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 1118 N. 39th Street, 3864 Pennsgrove Street, and 4701 Sansom Street in the Third Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Authorizing the Philadelphia Land Bank to dispose of 666 and 674 Union St; 3842, 3844, 3851, and 3855 Aspen St; 747 N 39th St; 3902, 3903, and 3906 Brown Street located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 713 N. 35th Street, 719 S. 51st Street, 711 N. Preston Street, 713 N. Preston Street, 710 Wiota Street, 726 Wiota Street, 730 Wiota Street, 732 Wiota Street, 736 Wiota Street, 3518 Wallace Street, 5234 Walnut Street, 5039 Market Street, 5045 Market Street, 5047 Market Street, 4222 Powelton Street, and 1115 N. 41st Street in the Third Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Authorizing the Philadelphia Redevelopment Authority to execute and deliver to the Philadelphia Land Bank deeds conveying title to various properties located in the 3rd Councilmanic District, including on the following streets: S. 44th Street and Ludlow Street, pursuant to the requirements of the Commonwealth Land Bank Act.
