Philadelphia Legislation

Amending Chapter 16-400 of The Philadelphia Code, entitled "Surplus Properties," by adding methodology for disposition by property exchange, and making other technical changes, all under certain terms and conditions.

Urging the United States Congress and the Trump Administration to provide comprehensive fertility care, including In Vitro Fertilization (IVF), under TRICARE in the National Defense Authorization Act (NDAA).

Authorizing the Philadelphia Land Bank to dispose of 5103 Chester Avenue located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing the Philadelphia Land Bank to dispose of 5123, 5125, 5127 and 5129 Baltimore Avenue located in the 3rd Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 1425 S. Paxon Street in the 3rd Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Authorizing various encroachments in the vicinity of 2955 Market St, Philadelphia, PA 19104, under certain terms and conditions.

Naming and designating 60th & Baltimore Park, located at 5961 Baltimore Ave as "Tyrone 'Cakes' Sims Park."

Also naming the 4700 Block of Brown Street as "Tiffany Fletcher Way - Gone But Never Forgotten" to honor the life and legacy of Tiffany Fletcher and her impact on the Mill Creek community.

Also naming the 700 Block of 48th Street as "Sean Perretta Way" to honor the life and memory of Sean Perretta, Esquire, and his enduring contributions to the Mill Creek and West Philadelphia communities.

Also naming the 200 Block of South Alden Street as "Dr. Wesley Proctor Way" to honor the life, leadership, and lasting contributions of Dr. Wesley T. Proctor to the Philadelphia community.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Spruce Street, 34th Street, Civic Center Boulevard, and University Avenue.

To approve amendments to the University of Pennsylvania Master Plan in the area bounded by Walnut Street, 36th Street, Spruce Street, and 39th Street, related to the Class of 1920 Commons building at 3800 Locust Walk, and the Stuart Weitzman Theatre addition to the Annenberg Center for the Performing Arts (ACPA) at 3680 Walnut Street.

Also naming the 5100 Block of Chester Avenue as "Paul Ellis Hill Way" to honor the life, legacy, and community impact of Paul Ellis Hill in the Kingsessing neighborhood.

Also naming the intersection of 40th and Chestnut Street as "Darcenia Burrell Way" to honor the life and legacy of Darcenia V. Burrell and her lasting contributions to the community.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Baltimore Avenue, Cobbs Creek Parkway, a SEPTA Regional Railroad Right-of-Way, and Cobbs Creek.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Ludlow Street, South 41st Street, West Girard Avenue, and North 48th Street.

Authorizing Councilmember Gauthier to intervene, on behalf of and as representative of City Council, in the appeal against the Zoning Board of Adjustment with respect to 4283 Viola Street.

Also naming the 6200 Block of Osage Avenue "Gerald Wayne Renfrow Way" to honor the life, leadership, and enduring legacy of Gerald Wayne Renfrow in the Osage Avenue and Pine Street community.

Also naming the 5100 Block of Delancey Street as "Rasheen Hall Way" to honor the life and memory of Rasheen Hall and his lasting impact on his family, neighbors, and the West Philadelphia community.

Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning" by revising and clarifying certain provisions and making technical changes to text that has expired, all under certain terms and conditions.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 2045 S. 56th Street; 5123, 5125, 5127, 5129 Baltimore Avenue in the 3rd Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Proposing an amendment to the Philadelphia Home Rule Charter providing for the creation of the Office of the Youth Ombudsperson; and providing for the submission of the proposed amendment to the electors of Philadelphia.
