Amending the Philadelphia Code to add to Chapter 15-500, entitled "Libraries," a new section entitled "Book Sanctuaries" to ensure unrestricted access to books and information and to protect against censorship, all under certain terms and conditions.

Amending Title 15 of The Philadelphia Code, entitled "Parks and Recreation," to add new Chapter 15-800, entitled "Events Permits," to encourage applicants for event planning permits to establish contingency measures, all under certain terms and conditions.

Recognizing and commending the Save the Train Coalition for the preservation of Philadelphia's SEPTA services in the community's time of need.

Calling upon Local, State, and Federal Law Enforcement as well as the United States Department of Agriculture and Department of Human Services to investigate and prevent Supplemental Nutrition Assistance Program (SNAP) fraud for those in the City of Philadelphia.

Requesting the Mayor to return to Council Bill No. 240336, entitled "An Ordinance Amending Title 14 of The Philadelphia Code, entitled "Zoning and Planning" by adding definitions; and creating a new Chestnut Hill Lower East /NCO in the area generally bounded by the SEPTA Chestnut Hill East Line, Cresheim Valley Drive, Germantown Avenue, Winston Road, Moreland Avenue, Devon Street, Ardleigh Street, and Springfield Avenue, under certain terms and conditions," for the purpose of reconsideration by the Council of the vote by which said bill passed Council.

Authorizing the Philadelphia Redevelopment Authority to execute and deliver to the Philadelphia Land Bank deeds conveying title to various properties located in the Eighth Councilmanic District, including on the following streets: Wakefield Street, Collom Street, and East Wister Street, pursuant to the requirements of the Commonwealth Land Bank Act.

Recognizing and honoring the students in Imhotep Institute Charter High School's STEM program for their dedication as change-makers, ready to tackle humanity's most pressing challenges with determination and innovation.

Approving the redevelopment contract of the Philadelphia Redevelopment Authority for the redevelopment and urban renewal of a portion of the Tioga Urban Renewal Area, identified as a portion of 3030 North Twentieth street; and authorizing the Redevelopment Authority to execute the redevelopment contract with NewCourtland Apartments at Clearfield LP and to take such action as may be necessary to effectuate the redevelopment contract.

Calling on the Committee of Health and Human Services to conduct a hearing regarding the efficacy and impact of recovery homes and transitional housing and to gather input from all stakeholders, including members of affected communities, representatives from recovery homes and transitional housing, and from those in recovery, to better understand the challenges and concerns from all perspectives.

Amending Chapter 9-600 of The Philadelphia Code, entitled "Service and Other Businesses," by adding a new section regulating the hours of operation of certain establishments and providing for penalties within the vicinity of an area bounded by North Broad Street and North Park Avenue, between West Chew Avenue and West Tabor Avenue, and in the vicinity of Wagner Avenue, between North Broad Street and Old York Road, all under certain terms and conditions.

Authorizing the Commissioner of Public Property, on behalf of the City, to acquire fee simple title or a lesser real estate interest to all or a portion of a parcel or parcels of land situate at 121-25 East Chelten Avenue, Philadelphia, Pennsylvania, all under certain terms and conditions.
