Amending Subcode "A" (The Philadelphia Administrative Code) of Title 4 of The Philadelphia Code (The Building, Construction and Occupancy Code), to require proof of certain insurance certificates; all under certain terms and conditions.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Montgomery Avenue, 10th Street, Girard Avenue, and 13th Street.

Amending Section 14-529 of The Philadelphia Code, entitled "/VDO, Fifth District Overlay District" by removing the exemption from the landscaping standards in the Zoning Code, all under certain terms and conditions.

Authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Redevelopment Authority deeds conveying fee simple title to 2903 Cecil B Moore Avenue, 2907 Cecil B Moore Avenue and 2925 Cecil B Moore Avenue in the Fifth Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of the Philadelphia Code.

Authorizing and ratifying the designation of Councilmember Jeffery Young, Jr., as Council's representative in connection with an appeal of the decision of the Zoning Board of Adjustment with respect to 1451 North Broad Street and all litigation related thereto.

Authorizing encroachments in the nature of two new light poles and three existing light poles in the vicinity of the Southeast and Northwest corners of John F. Kennedy Boulevard and North Broad Streets and the Northeast corner of John F. Kennedy Boulevard and N. Juniper Street, all under certain terms and conditions.

Authorizing the Philadelphia Land Bank to dispose of 2464 N. Natrona Street located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Amending Chapter 17-1600 of The Philadelphia Code, entitled "Economic Opportunity Plans," to define development projects and providing for additional requirements for Economic Opportunity Plan approval, all under certain terms and conditions.

Authorizing the Council Committee on Commerce & Economic Development to hold hearings regarding the Abandoned and Blighted Property Conservatorship Act of Pennsylvania.
