Philadelphia Legislation

The Council of the City of Philadelphia recognizes and honors Malala Yousafzai for being the recipient of the 2026 WHYY Lifelong Learning Award for her contributions to the fundamental right to education for all individuals.

Authorizing the Committee on Legislative Oversight to hold hearings on Philadelphia county's plan to preserve election integrity, voter confidence and participation, and public safety on Election Day especially amid worries of the federal government's potential deployment of United States Immigration and Customs Enforcement to polling locations.

Proposing an amendment to the Philadelphia Home Rule Charter to provide for the creation of Creative Philadelphia and providing for the submission of the amendment to the electors of Philadelphia.

Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to the Philadelphia Home Rule Charter to provide for the creation of a Creative Philadelphia, to provide for the powers and duties of such office, and to otherwise provide for incorporation of the office into the City government; and authorizing the appropriate officers to publish notice and to make arrangements for the special election; all under certain terms and conditions.

To repeal in its entirety Bill No. 241056 (approved March 10, 2026), entitled "An Ordinance Providing for the submission to the qualified electors of the City of Philadelphia of the proposal set forth in a Resolution approved by Council proposing an amendment to the Philadelphia Home Rule Charter to eliminate the requirement that City officers and employees resign from their City office or employment before becoming candidates for public office; and authorizing the appropriate officers to publish notice and to make arrangements for the special election;" and to rescind the direction provided to various City officers set forth therein.

Recognizing the month of March 2026 as "Creative and Nighttime Economy Month" in the City of Philadelphia.

Amending Title 20 of The Philadelphia Code, entitled "Officers and Employees," to provide for compensation of the Director of Office of Prison Oversight and members of the Philadelphia Prison Community Oversight Board, and amending Title 21 of The Philadelphia Code, entitled "Miscellaneous," to add a new chapter, providing for the powers and duties of Office of Prison Oversight and Philadelphia Prison Community Oversight Board and the manner in which other officers, employees and agencies shall fulfill their respective responsibilities with respect to the Office and Board, all under certain terms and conditions.

Celebrating this year's homegrown talent, including Jahri Evans, Eddie George, and Erik Williams who have been nominated and are in consideration for the Pro Football Hall of Fame Class of 2026.

Recognizing October as Black Male Educators Month in the City of Philadelphia and honoring the Center for Black Educator Development and the National #WeNeedBlackTeachers Campaign for their leadership in the recruitment, development, and retention of Black male educators.

Recognizing and honors the Exhibition "Ruth E. Carter: Afrofuturism in Costume Design" at the African American Museum in Philadelphia and Celebrating the Life and Legacy of Ruth E. Carter.

Celebrating the Mural Arts Program and recognizing the month of October as Mural Arts Month in the City of Philadelphia.

Amending Chapter 19-2600 of The Philadelphia Code, entitled "Business Income and Receipts Taxes," to establish a partial exemption for certain child care service businesses, all under certain terms and conditions.

Authorizing the Committee on Legislative Oversight and the Committee on Transportation and Public Utilities to hold joint hearings to investigate the rising costs of energy bills, what is driving those increases, and what the City can and can't do to address why our energy bills are so high.

Authorizing the Philadelphia City Council Committee of the Whole to hold hearings to discuss the current state of Philadelphia school facilities, how the School District evaluates those facilities and what the educational facilities need are for the school district today and in the future.

Amending Title 9 of The Philadelphia Code, entitled "Regulation of Businesses, Trades and Professions" by adding a new chapter to prohibit third-party restaurant reservation services from arranging unauthorized restaurant reservations with food service establishments and to provide for definitions, prohibited acts, penalties, and enforcement, all under certain terms and conditions.

Authorizing the Philadelphia City Council Committee on Legislative Oversight to hold hearings considering how Philadelphia will handle over half a million extra visitors during 2026 and the feasibility of allowing short term rental rule holidays as other Cities have done around large scale events.

Authorizing the Committee on Legislative Oversight to hold hearings to determine the current state of planning and readiness for the traffic flows caused by events and visitors during the historic 250th Anniversary celebration of the United States and the many events coming to town.

Recognizing Jane Golden, honoring her life's work, legacy, and contribution as a fundamental pillar in the arts and culture community in the City of Philadelphia.

Celebrating the 10-year anniversary of Pope Francis' historic visit to Philadelphia for the World Meeting of Families 2015 (WMOF), as the City prepares for historic events in 2026.

Recognizing the week of September 14th to 19th as National Arts Education Week in the City of Philadelphia.

Authorizing the creation of the Philly is a Music City Task Force by the Committee of Legislative Oversight to develop and maintain the cultural and economic impact of music in Philadelphia.

Amending Chapter 19-2600 of The Philadelphia Code, entitled "Business Income and Receipts Taxes," by creating a tax credit to encourage certain merchants to utilize the services of Philadelphia-based performing artists, all under certain terms and conditions.
