Philadelphia Legislation

Amending Section 19-1606 of The Philadelphia Code Entitled "Penalties and Interest for Late Payment," by exempting certain residential customers from penalties and interest for late payment of water and sewer rent charges; all under certain terms and conditions.

Recognizing the Philadelphia Police Department for its success in hosting the City's inaugural Summer Night Lights Program in North Philadelphia's 22nd Police District.

Recognizing the week of October 5th-11th as "National Fire Prevention Week" in the City of Philadelphia.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 1444 Frankford Ave., Philadelphia, PA 19125, under certain terms and conditions.

Also naming the 1200 block of Crease Street as "'Bonn' Bataan Way".

Authorizing the Philadelphia Land Bank to dispose of 2806, 2903, 2907, 2913, 2917, 2919, 2925, 2937, and 2939 Cecil B Moore Avenue, located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Authorizing encroachments in the nature of a sidewalk café in the vicinity of 1811 Fairmount Ave, Philadelphia, PA 19130, under certain terms and conditions.

Recognizing September 17th, 2025, as "National Workforce Development Day" in the City of Philadelphia.

Recognizing September 21, 2025 as "Sun Day" in the City of Philadelphia, and recognizing the Philadelphia Solar Energy Association and Third Act PA for their advocacy for a solar-powered Southeastern Pennsylvania.

Authorizing the Commissioner of Public Property to execute and deliver to The Philadelphia Redevelopment Authority deeds conveying fee simple title to 1811 N. Bucknell Street, 1818 N. 23rd Street, 1805 N. Ringgold Street, 1850 N. Ringgold Street, 1937 N. 19th Street, 1939 N. 19th Street, 1945 N. 19th Street, 1935 N. 19th Street, 1947 N. 19th Street, 1907 N. 19th Street, 1913 N 19th Street, 1931 N 19th Street, 1909 N. Van Pelt Street in the Fifth Councilmanic District of the City of Philadelphia and further authorizing the Philadelphia Redevelopment Authority to transfer to the Philadelphia Land Bank fee simple title to such properties pursuant to Section 16-405 of The Philadelphia Code.

Also naming N. 9th Street between Clearfield Street and Indiana Avenue as "LGP Qua Way"; and also naming the 900 block of W. Clearfield Street as "Voice of the Youth"

Authorizing the Philadelphia Land Bank to dispose of 2002 N. 20th Street, 2007 Norris Street located in the 5th Councilmanic District in accordance with the terms of Chapter 16-700 of The Philadelphia Code.

Also naming Jefferson Street between Broad Street and 13th Street as "Donald 'Ducky' Birts Way"

Repealing Resolution No. 250587 (adopted May 29, 2025) which also named Jefferson Street between Broad Street and 13th Street as "Donald 'Ducky' Birts Way."

Honoring and congratulating the African American Chamber of Commerce of Pennsylvania, New Jersey, and Delaware for being named Chamber of the Year at the 2025 U.S. Black Chambers National Conference.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Wilt Street, Gratz Street, Montgomery Avenue, and 19th Street.

Also naming the 1500 block of Girard Avenue as "Alphonso Deal Way."

Repealing Resolution No. 250586 (adopted May 29, 2025) which also named the 1500 block of Girard Avenue as "Alphonso Deal Way."

Amending Section 12-701 of The Philadelphia Code, entitled "Designation of Bicycle Lanes," to authorize a bicycle lane and removal of a travel lane around City Hall, under certain terms and conditions.

To amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by North Street, Broad Street, Wallace Street, and 15th Street.

Authorizing Councilmember Young's appeal, on behalf of and as representative of City Council, of the decision of the Zoning Board of Adjustment with respect to 3230-38 Diamond Street.

Recognizing the 10th through 13th days of the Islamic month of Dhul-Hijr as Eid al-Adha" in the City of Philadelphia during June 2025.
